Power Factor and Static Contraction training

Do any comrades have an opinion/experience with these systems popularised by peter sisco and many years ago, John Little? [I have a lot of time for John Little, though I think he has been spectacularly wrong in certain areas, such as high carb diet recommendations and his advocacy of minimum movement to avoid wear and tear on joints, when movement is what causes the joints to be nourished via sinovial fluid].

They advocate only working in the strongest range, indeed perhaps just holding a maximum weight there for 5 seconds "to maximise overload". Does it? This might maximise power output because of leverage factors but that doesn’t mean it maximises tension, or am I mistaken?
